Europe felt a moment of respite on Monday, as the tension caused by the introduction of a new 28-point plan for achieving ceasefire appeared – momentarily – to have been defused. A Washington representative spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Moscow made its retaliation: another massive barrage of aerial bombardment on Kyiv.
The Pattern of Negotiation and Warfare
The chain of contrasting events captured the grim essence of the current period. By day, diplomatic battles are conducted: optimistic declarations are issued from multiple capitals. Significant resources is allocated on containing specific proposals. By night, the Kremlin brutally reminds the world that, for them, war remains the key method for achieving "settlement".
Nocturnal Warfare
As Russia's attack progressed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was revealed. Ukraine is equipped to monitor missile launches from Russian territory, a capacity afforded by up-to-date information. From observation points, Ukrainian air force fighter jets that had been dispatched to intercept incoming cruise missiles streaked across the sky – sophisticated military planes supplied to Ukraine by NATO members.
Soon thereafter, Kyiv's missile defense engaged: several firings targeted at a hostile projectile. This was a sophisticated defense system at work, most likely provided by partner states. Every launch jolts you unexpectedly, rattling buildings. The moment of terror quickly transforms into grim resignation: maybe the hostile projectile won't cause damage this time, protecting urban areas from catastrophe and additional electricity failures.
Continuous Dangers
Following this, a heavy machine gun opened up on a aerial vehicle close by, part of a mobile-fire group – almost certainly allied-provided weaponry. Sadly, the bullets missed the hostile drone – it continued its flight toward its target.
Periodically, this persisted until dawn. Kyiv faced the daybreak reports: several casualties, destruction and utility failures in numerous residences as a result of the evening attack. As customarily, everyone still continued their routines – enduring hostilities. But those full day demonstrated Ukraine's critical military reliance on Western support – a dependence that European nations are clearly incapable to substitute in the near term.
Failed Diplomacy
The 28-point plan from American leadership generated strong feelings, discussion and deep concern – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and international summits.
Every new proposal from American administration adheres to the same pattern: a political offensive against Ukraine, which Kyiv, with partner nations, manages to fend off. They stabilise the situation but never actually secure success. This cycle will, no doubt, persist.
Strategic Calculations
It is tempting to accuse particular leaders of persistently promoting Russian terms. But that does not seem to be the entire situation. American leadership operates on a principle understood by experienced diplomats: you cannot secure via talks what you have lost on the battlefield. The US administration believes that it is unfeasible to force Russia to abandon the territory that it currently occupies in Ukraine's south or east.
The challenge is that while acknowledging this situation, Washington does nothing to deter Moscow, through statements or actions, from thinking that the current condition will not evolve additionally in its advantage in the months ahead.
Divergent Views
Therefore, Moscow is certain that duration works to their advantage – that Ukraine and its supporters are approaching exhaustion. Their incentive to agree to terms that does not give them the greatest potential benefit is almost completely absent. There may be multiple initiatives to end hostilities, but they will continue as long as Russia's government remains completely certain in the outcome.
On the contrary, Kyiv believes that Ukraine can still endure, slowly losing people and territory but averting a total frontline collapse until conditions improve in its benefit.
Present Conditions
Realistically, there are no real preconditions for a truce. Now, subjective factors are becoming relevant: leadership ambitions to negotiate peace and secure international recognition, and Ukrainian leadership's dual difficulties – on one hand, not to alienate a key ally, and on the other, to unite the population around the flag against any plan Kyiv finds unsuitable, so that their focus does not switch to internal issues. And although their task will now be significantly challenging after latest incidents, it remains very improbable that this will alter their fundamental strategy.
These conflicting dynamics are influencing discussions.
Assessment and Future
It took a just a single week to kill the suggested clauses of the latest plan. Aggressive and erratic handling of the matter by American leadership, opposition by Ukraine and the remaining European nations, along with pacifying measures of representatives, and finally, current information leaks, all served their function.
While new proposals based on old ideas are approaching, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are founded on Moscow's terms and show certain reluctance to modify developments, if they stand together and strengthen their defence capabilities at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the predictable period, primarily depend on continued Western support.
